Update Regarding Water Plant No. 1 Improvement Project

UPDATE REGARDING WATER PLANT NO. 1 IMPROVEMENT PROJECT

            Harris County Water Control and Improvement District No. 96 is a water control and improvement district tasked with supplying water, collecting and treating wastewater, and controlling and diverting stormwater within its geographical boundaries.  In an effort to continue providing high quality water service to customers of the District, it is necessary for the District to make improvements to existing water facilities located in Water Plant No. 1, including constructing a water well and hydropneumatic tank and also recoating its existing ground water storage tank.

            Earlier this year the District commenced drilling a new water well, and the District’s contractor has notified the District that it will resume 24-hour drilling operations beginning Monday, September 25th.  The contractor anticipates 24-hour drilling operations to continue the entire week of September 25th.  The District apologizes for any inconvenience the 24-hour drilling operations may cause.  To mitigate the disturbance, the District has erected sound barriers and instructed the contractor to direct construction flood lights away from nearby homes.

            Although the overall construction project is anticipated to take nine to twelve months, 24-hour drilling operations will be limited.  The District will continue to notify residents about such operations prior to commencement.

Notice Regarding Garbage and Recycling Collection

NOTICE REGARDING GARBAGE AND RECYCLING COLLECTION

            As a result of Hurricane Harvey, garbage and recycling collection services scheduled for Saturday, August 26th, have been suspended.  Weather conditions permitting, Eco Waste and Recycling, LLC, will resume such services on the next scheduled collection day.  Residents are encouraged to monitor the Eco Waste and Recycling website (www.ecowasteandrecycling.org) for further information.  If you have any questions, please do not hesitate to contact Eco Waste at 832-623-6564.

Harris County Water Control and Improvement District No. 96 is a water control and improvement district tasked with supplying water, collecting and treating wastewater, and controlling and diverting stormwater within its geographical boundaries.  In an effort to continue providing high quality water service to customers of the District, it is necessary for the District to make improvements to existing water facilities located in Water Plant No. 1, including constructing a water well and hydropneumatic tank and also recoating its existing ground water storage tank.

Recently, the District commenced drilling a new water well, and the District’s contractor began 24-hour drilling operations.  The District has received multiple complaints regarding the noise and lighting and apologizes for any inconvenience the drilling operations may cause.  To mitigate the disturbance, the District has erected sound barriers and instructed the contractor to direct construction flood lights away from nearby homes.

Although the overall construction project is anticipated to take nine to twelve months, 24-hour drilling operations will be limited.  The contractor anticipates discontinuing current 24-hour drilling operations sometime Friday evening, July 14th.  At some point in the future, 24-hour drilling operations will resume for a limited period in order to install casing in the water well.  The District will advise residents about such operations prior to commencement.

Master Plan for Parks, Recreation and Open Spaces Public Hearing

NOTICE OF PUBLIC HEARING

HARRIS COUNTY WATER CONTROL DISTRICT #96

MASTER PLAN FOR PARKS, RECREATION AND OPEN SPACES

Harris County Water Control District #96 (HCWCID #96) will hold a Public Hearing to receive citizen comments regarding development of the HCWCID #96 Master Plan for Parks, Recreation and Open Spaces.  In addition, recreational priorities will be discussed for the development of a proposed Texas Recreational and Parks Account Outdoor Recreation Program grant application to be submitted to the Texas Parks and Wildlife Department.  The public hearing will be held on Monday, June 26, 2017 at 6:30 PM at Fall Creek Clubhouse, located at 7930 Fall Creek Bend Drive, Humble, Texas 77396.

HCWCID #96 encourages the public to express their views on recreational priorities at this public hearing.  Persons unable to attend this meeting may submit their views and proposals to Ryan LaRue at the following address: 1980 Post Oak Boulevard, Suite 1380, Houston, Texas 77056.

Update Regarding Residential Recycling Collection Service Change

UPDATE REGARDING RESIDENTIAL RECYCLING COLLECTION SERVICE CHANGE

Harris County Water Control and Improvement District No. 96 has contracted with a new residential recycling collection provider, Eco Waste and Recycling, LLC.  As a result of this change, recyclables will now be collected on Wednesday instead of Saturday.  New recycling bins should have been delivered to residents on Tuesday, May 30, 2017, to replace those bins collected by the previous recycling collection service provider.  The delivery of the new recycling bins did not occur as scheduled, but Eco Waste will deliver new recycling bins on Wednesday, May 31, 2017.

Additionally, on Wednesday, May 31, 2017, Eco Waste will collect recyclables from any appropriately marked, customer-owned bins, boxes, and bags.  Eco Waste will also collect recyclables on Thursday, June 1, 2017.  Following the Thursday recyclables collection, the next collection date will be Wednesday, June 7, 2017.

Notice of Residential Recycling Collection Service Change

NOTICE OF RESIDENTIAL RECYCLING COLLECTION SERVICE CHANGE

Harris County Water Control and Improvement District No. 96 has contracted with a new residential recycling collection provider.  Beginning May 31, 2017, the current solid waste collection provider, Eco Waste and Recycling, LLC, also will provide weekly curbside recycling collection.  As a result of this change, recyclables will now be collected on Wednesday instead of Saturday.  Eco Waste will deliver 18-gallon recycling bins to each home prior to the first day of recycling collection.  Household refuse will continue to be collected curbside two days a week, on Wednesday and Saturday.  For more information about the new recycling service, click here.

Harris County Water Control and Improvement District No. 96 is a water control and improvement district tasked with supplying water, collecting and treating wastewater, and controlling and diverting stormwater within its geographical boundaries.  In an effort to continue providing high quality water service to customers of the District, it is necessary for the District to make improvements to existing water facilities located in Water Plant No. 1 which is adjacent to or near your property.

Commencing May 2017, the District will begin construction of a water well and hydropneumatic tank and also will recoat its existing ground water storage tank.  Completion of these water plant improvements is anticipated to take nine to twelve months.  The District requests patience as it proceeds with the water plant improvements and apologizes for any inconvenience the construction activity may cause.  To reduce any disturbance, the District will erect sound barriers.

Recreational Needs Survey

RECREATIONAL NEEDS SURVEY

Harris County Water Control and Improvement District No. 96 is considering upgrades to the Fall Creek Sports Complex.  Funding for the upgrades would be provided by a matching grant from the Texas Parks and Wildlife Department.  The District is currently in the planning stages of the grant application process and requests District residents complete a Recreational Needs Survey.  Completion of the survey will assist the District to plan and implement recreational improvements.  The survey is designed to document WHAT recreational opportunities the community desires.  Once the recreational priorities have been established, there will be further opportunities for public input as to WHERE the desired recreational items should be located.  Each family member may take the survey, and we strongly encourage all residents to complete the survey as greater participation will benefit the District’s grant application.  A link to the survey may be found below:

Notice of Residential Solid Waste Collection Service Change – Update

NOTICE OF RESIDENTIAL SOLID WASTE COLLECTION SERVICE CHANGE – UPDATE

Harris County Water Control and Improvement District No. 96 has contracted with a new residential solid waste collection provider.  Beginning March 1, 2017, Eco Waste and Recycling, LLC, will provide twice weekly garbage collection on Wednesdays and Saturdays.

Some of you may have received a notice indicating Eco Waste and Recycling was collection recycling materials.  That information is incorrect.  Residential Recycling of Texas will continue providing once weekly recycling collection on Saturdays.

For additional information about the service change, click here.  As with the previous provider, billing for garbage collection and recycling collection will be undertaken by the District and included in your monthly water and sewer bill.  The Board of Directors is excited about the change and requests your patience with the transition.
